They agreed to a deal with Andy Dalton, 1yr/$10mil, perhaps signaling the end of the pursuit of Russell Wilson.

 

I don't really see what the Bears could have offered Seattle (unless they brought a 3rd team in) that would have enticed the Seahawks to give up Wilson, and carry $39m in dead money this season. Especially since Wilson doesn't appear to be forcing the issue on a trade (yet).
