It could be. But I wanna see the part where they gotta work with people in the neighborhoods to make sure it's not just a grab for developers to screw things up, take the money, and run...

Does the Arena qualify as a decaying structure? Maybe we can use some of the money to tear it down?

$480 million would build a sweet new arena. Why don't we just lock criminals in there when there aren't events being held?

I would rather live in Baltimore than DC 100 times out of 100 for various reasons.

This is interesting - engineering advances have dropped the estimated cost of fixing the Howard Street train tunnel from as high as $3B to only $425M. They want to raise the height of the tunnel by 1.5 feet to allow double decker freight cars to pass through, which would supposedly be great news for the port of Baltimore, and might also reduce truck traffic on I-95.
