They started cutting costs. That is part of what was cut out.

Here's a 1998 Sun article. The Ravens said it was a safety issue, and HOK said it was to save money.

Crazy. I feel like every NFL stadium I have been to has escalators.
Oriole Park had some issues with their escalators around that time (I'm pretty sure at least one person died from an accident), so I can see safety as both a legitimate issue as well as something to smokescreen bringing the cost down a bit.

When they started needing ~200 stairs to get to a seat at the top of the upper deck.
Granted, I'm in better shape now than I used to be, but I've ended up with leg cramps hiking to the top row at M&T (and I've sat that high or close to it probably 80% of the times I've been there for an event).

So the LA relocation committee has recommended the Chargers-Raiders joint project in Carson, rejecting the Rams Inglewood stadium/relocation, by a 5-1 vote....the nay vote, unsurprisingly, being from the owner of the other Missouri team (Chiefs).
Meanwhile, reports indicate that there might be enough owners on board to gain the league-wide vote needed for a plan where the Rams and Chargers share Kroenke's stadium in Inglewood, while the Raiders have to go back to square one (an idea purportedly floated by Jerry Jones in a letter to Goodell).

First round of votes completed. Rams/TBD in Inglewood gets more votes than Raiders/Chargers in Carson. Nobody at required 24 yet.
