It is going to happen. Once the stadium thing was handled teams were on the move.

It's about premium seating. Whichever stadium is built (or both, likely) is going to have a ridiculous number of boxes and seats with special club access of varying levels. Those tickets will easily sell, in addition to the "regular" PSL-ed seats available to the people who become/remain fans of the LA Rams/Raiders/Chargers.
Those are seats that, even with new stadium proposals, they couldn't possibly sell in Oakland and San Diego and St. Louis.

The last NFL stadium built in California has literally just one upper deck on one side, the other side is all luxury boxes.

The LA metro area has over 18 million people. To fill a 72,000 seat stadium, you'd need about .4 % of the population to buy a ticket. Seems doable. And as mentioned, there is plenty of corporate presence to sell luxury seats.

I think the fact that all three of the teams that want to relocate have Southern California ties will help in the ticket sales.

If the comment sections of articles are any indication, and that's obviously an extremely SSS, the Rams are the most popular choice among LA folks. They have the deepest ties to LA among the 3. The sentiment I read is that they don't want the Raiders because of the sort of crowds they attracted last time they were there and people are wary that Davis The Younger might turn out to be too much like his old man. And they seem to flat out hate the Chargers and Spanos.

Well, I figured maybe the LA Times attract a higher caliber of reader/commenter than....eh, who am I kidding? For all we know they might prefer a CFL team.
