I don't think it is. The runner must avoid the catcher at all times, and the catcher must leave a path to the plate until they have possession of the ball.
It just seems so different because catchers are still trying to position themselves exactly the same ways they did before, only standing across the basepath without the ball is not allowed anymore. So it's coming up a lot.
