I think the leagues top two choices would be giving the Lakers a revival or the Bucks some extra fresh juice. If anything this proves it's not rigged.
Celtics as well, I think if anything the Cavs winning as frequently as they have, has shown it's not rigged. I don't think the NBA has too much of a stake of making the Bucks viable. If anything they want to keep Seattle in play.

You can add Boston to the list, but the new Bucks owners have committed to staying in Milwaukee and between them and Kohl 200 million has already been pledged towards a new arena. Seattle would have to get someone else. The league would absolutely have an interest in propping them and their attendance issues up.
They need to get the new arena built, though. Until then, nothing is guaranteed; the league can buy back the team in a couple of years if there isn't an agreement by then. At that point, the NBA can say they gave it a shot and ask Hanson and Balmer exactly how many billions they are willing to pay then.
