I think it comes down to putting together enough innings to get through the year.
This. There's a number of things likely going on and none of it really has anything to do with winning.
They want to survive the season with several things intact and you just need guys that don't actually matter to absorb innings.

Harvey is not doing anything to remain with this team. He has zero value. In his last 9 starts:
1. 32.2 innings. So he isn't giving them innings.
2. He has allowed 38 earned runs for an ERA over 9.
3. His WHIP is over 2.
There have to be guys out there for next to nothing that can contribute more than this. Shoot I'd be happy with the stat line if a guy could go 5 innings. But for this line and you can't even go 4. Get out of town.
