Provided Flacco isn't a Raven in 2019 - When will we feel his cap relief? 2020 earliest right? And I know sometimes with a lot of dead money, they will split it over two seasons, so possibly 20201?

$16M in remaining bonuses needs to be accounted for if he's not on the 2019 roster.

If traded, it all goes on 2019 cap.

If released, it can either all go on 2019 if they choose or they can split it $8M in 2019 and $8M in 2020 by making him a post-June 1 designee.  They wouldn't gain any cap relief at all until June 1, though, so that second $8M and his $18.5M 2019 salary will still be on the books when free agency opens in March 2019 in the post-June 1 case.

If they cut him after this year they have two options. Take a 16 mil dead cap hit for '19 and be free and clear for '20. Or designate it a post June 1 hit and take an 8 mil hit for next year and 8 mil for '20.

Ive got a question for Mack or anyone else here who might know. Does the 5th year option for players have slotted value like the first 4 years of the rookie deal?
In other words, in year 5, will the #1 overall pick make more than the #2 overall pick and so forth down to 32?

I believe it's top ten and then everyone else. After the top ten it's an average of the 3-25th highest paid players at that position. For the top 10, it's the top 10.

Good point by Brian:

FWIW, yesterday’s news of Jefferson’s restructure would seem to indicate that they aren’t close to a deal w/ CJ Mosley. An extension for Mosley would have likely created roughly the same Cap savings as the restructure and saved them from having to to a restructure.

Yeah, a Mosley extension has been off the table since maybe a month into free agency.  If both sides wanted a reasonable deal, it would've been done before March.  If CJ wanted top dollar and the Ravens thought he was worth it, then he waits and sees what the top ILB get in free agency and the Ravens match that.  Neither result having happened by the time it became April was a pretty strong indicator that nothing is going to happen at all, IMO.
