I think Raines may not seem like a HOF'er using the Russo method to people around our age because we saw plenty of Raines, but he was well past his prime. Even for older people, they probably didn't see much of Raines in his prime since he played for the Expos. He also obviously was overshadowed by Henderson and some of what makes him a Hall of Fame player wasn't as valued during his time.
