Is this true? Does anyone see this as a problem? Should they go to some form of golden goal, perhaps in games that go beyond "extra time"? Am I just showing how little I know?

Maybe it's a result of my relative lack of knowledge about the highest levels of the sport, but it seems to me that when the best teams meet like this the match ends in a shootout an unusually high number of times.

I hate penalty shootouts. I absolutely am in favor of them instituting 2 more 15-minute add-ons that are golden goal after the initial 30 minutes of added time. If they are still tied after that, fine, penalty shootout. But let the players determine who wins on the pitch (as they say).
As for how often it happens, I'm not sure it's necessarily so much more than in hockey. But it's enough that I agree they should do something to try to avoid it.

In playoff hockey they play overtime periods until someone scores. I would rather see that than any penalty kicks, at least under tournament rules (friendlies and regular-season games are probably fine).

First team to ever win three straight major international tournaments: the two Euros and the World Cup.
