I think Palmer's piece is a bit odd. O's fans can not get excited about Wada when J. Saunders is still available? Really?
I'm not sure what Palmer is expecting to hear from Duquette at this point. MacPhail played everything extremely close to his (sweater) vest. In comparison, I think Duquette has been a bit more forthcoming.
I do understand wanting to see more from the organization. I do understand those who question the first couple of trades we have seen from Duquette. I don't understand how you can write an article about Duquette's early tenure, and not give some lines to the transformation we are seeing in the International Dept.

1) The writer loses all credibility when he even mentions Saunders.
2) DD has very little say over the ML team.

I think the impressive thing so far, and I'm getting more onboard with it, is instead of a smokescreen (or attempted smokescreen) of moves such as Atkins, Vlad, Mike Gonzalez, etc. that are made to look like we're putting a 90 win team on the field, nothing over the top is happening. However, legitimate moves are being made. Front office shakeups, scouting shakeups, international focuses. Changes that COULD have longterm benefit. Maybe they don't. As an Orioles fan, I tend to believe nothing will work. But this is at least something different than what we've been given before.

Duquette has "very little say over the ML team"...Really? He was so desperate for a job that he would swallow any pride he has to be a no more than a puppet? The moves made so far were not his? Any forthcoming moves will not be his?

The Teagarden trade was Buck's deal. Buck wanted him.1) The writer loses all credibility when he even mentions Saunders.

DD may be the one who does some of the individual, meaningless moves(like the eveland trade) but the general direction of the ML team is going to be Buck and PA. We know from everything we read in the interview process that Buck was going to have more influence over the ML team than most managers in the sport. We also know how awful PA is.
Duquette will be able to build up scouting and development and make some moves but moves such as trading Jones will only be allowed if Buck allows it.
I have little doubt that if he was allowed to do anything he wanted with the ML team, he would trade Jones and others.
