We've seen some players need the full 15 years..  so it is interesting to see the change.

Is this an attempt to stick it to the juicers even more? Isn't it ridiculously hard to get put back on the ballot once the initial time period expires?

The HOF is also going to release a list of the voters' names, which apparently they've never done before, but not their ballots.

 

Mattingly, Trammell, and Lee Smith are currently on the ballot and beyond 10 years, so they'll be grandfathered for the full 15.  For everybody else, it's 10.

What do you mean "back on the ballot"? No one goes back on the ballot once they are off, either due to votes (<5%) or years.

 

The Veterans Committee (or three committees now) can chose to elect players who are off the ballot. And chances are that, as the sport evolves and attitudes evolve, that is what will happen.

Another minor, but still interesting note:

 

BBWAA members earn a Hall of Fame vote from its organization, which is independent of the Hall of Fame, by maintaining 10 consecutive years on a baseball beat. Those Hall of Fame eligible voters will now be required to complete a registration form and sign a code of conduct. The names of those BBWAA members casting Hall of Fame ballots will now be made public with the election results; however, an individual’s ballot will not be revealed by the Hall of Fame.
