They tend to put it when it is most convenient for the largest audience. So it's 4:00 local time in Rio, which is early evening in western Europe and Africa and early-to-mid afternoon in the Americas.

Correction for Ian Darke (who I know is following along the World Cup thread on BSL during the broadcast): there have been six Cup finals in extra time, now seven, including four of the last six overall. Two have gone to a shootout, 1994 and 2006.

Well, why don't YOU look it up?
I'm going through right now. Assuming Wikipedia has the same format for all of its World Cup articles (all game times local), it appears that the late evening/night finals look like:
2010: 8:30 p.m. (South Africa)
2006: 8:00 p.m. (Germany)
2002: 8:00 p.m. (Japan)
1998: 9:00 p.m. (France)
1990: 8:00 p.m. (Italy)
1982: 8:00 p.m. (Spain)
EDIT: That appears to be it. Up until the 80s, most Cup finals were held in the mid-afternoon local time, with some starting as late as 5:30 p.m. and as early as 12:00 p.m.

I was curious, too
Like I said, it seems like they try and put it where it is best for the largest TV audience. So it ends up in the mid-afternoon when in the Americas and in the late evening in Europe and Asia.

Germany would be the first European team to win a Cup held in the Americas. No New World team has ever won in the Old World.
