Nothing is going to make the O's more likely to spend big enough to go after Greinke. Maybe Angelos' having to spend off his fortunes Brewster's Millions style, but that's about it. I can't imagine Angelos allowing the payroll to increase high enough to be able to go after Greinke. I don't think he'll even let it get high enough to go after a 2nd tier starter like Sanchez. Why would he sacrifice any of those delicious profits? If the Orioles are able to obtain a very good young hitter, like one of these KC guys, and it takes Tillman and perhaps others, to acquire him, does that make it more likely that they will pay up more for Greinke?
In other words, if you add another cheap young, cost controlled player, do you then feel you can spend more money elsewhere?
