I don't believe that is accurate. It has to be played in fair territory or go beyond 1st or 3rd before going foul. Bunts land fair all the time and fielders let the ball roll foul. So unless the ump ruled the ball hit the plate AND the catcher got it in fair territory it's a foul ball.
