Does that $26.5M include estimates for the arbitration players?

Don't think it does.
Definitely does not. Currently only McCann ($4M paid by O's) and Bautista ($1M) are actually under contract for next season. Everyone else is either pre-arb and will make near the minimum or in arbitration.

It includes some estimates, but it's a little over $60M heading into the offseason.
