I don't necessarily agree, but they gotta be very good to great, because to can find average to good for free. Koch wasn't a wasted pick, for sure (6th not 4th). Stout can still get there but he certainly looks like a rookie so far. Not awful, just not good yet.
Drafting kickers and punters are wasted picks.

Coaching is likely more refined at the NFL level. I'm sure there are kicking techniques to put different types of flight on the ball, etc. Koch refined and expanded his game over the years.
