That was my question too.
The transfer portal is not good for teams like Maryland football. Are the bigger, better programs identifying their needs and picking off kids from mediocre programs like Maryland to fill therm.

Most of the players that left MD this offseason ended up going down to either G5 or FCS, or made a lateral move. The only ones I can think of off the top of my head that moved up were Robinson (PSU) and Jackson (Miami). I guess you could put Darryl Jones in that category too (NC State). And quite a few still haven't found their landing spot, though sometimes these things are slow to update.
I think whether the portal is good or bad for any school mostly depends on the willingness of the head coach to utilize it. Dabo Swinney pretty much refuses to take players from the portal, but he can afford to do that because he signs Top 10 HS classes every year.

They definitely are behind the bulk of Power 5 schools right now, that's for sure. For what it's worth, Mike Locksley has made a couple of veiled pleas to the fan base to get involved, as I'm sure a couple of his recent losses are at least in part due to the lack of NIL opportunities. Damon Evans, on the other hand, just seems to want to throw his hands up and act like he doesn't know what to do about it.

CB Devyn King has entered the portal.
According to Ahmed Ghafir, with the addition of King MD currently has 7 available scholarships. I know they usually like to set a couple aside headed into fall camp to give out to walk-ons, but they need to fill some of those holes before then.
Today is the deadline to get your name in the portal and still be eligible to play in any fall sport at a new school, hence the big flurry of activity.
