Aren't the Rays sort of "trapped" in St. Pete?
I mean, the Rays could leave, sure, but if they broke their lease, I would imagine the new owners should be prepared to pay a hefty sum to the city for breach on contract.

There is no lease but rather a fair use agreement. If the Rays break the deal then St Pete can take them to court and sue for damages. I believe St Pete was looking for $45M.

That seems cheap to me...
What would you rather do? Play another 12 years in that empty hell hole, or pay them $45M and play in a decent ballpark with actual fans in the seats?

I don't think it's just about the check for St.Pete, though. My guess is that they'll drag their feet, make the Rays break the lease, and put them through lawsuit hell for as long as possible.
They want to keep that team, and I've never gotten the impression that they particularly care what is best for the region, let alone the long-term health of the franchise.

It was $55M not $45M. But that was if they stayed in the region.
At this point, it's really six or seven years. It will take some time to actually build a stadium.
