Note given to me on O's 4th round selection Stephen Tarpley:

 

Looks more like a LOOGY right now, but cleaned up could be a 3-4 in a rotation.

 

Looks like a guy that could be a very decent arm if developed well. Will be a good test for Orioles new player development

I'm looking forward to seeing how the DD regime handles the "projects."

You would assume the Orioles feel the same way considering where they drafted him.
