Absolutely no punishment.
This seems ridiculous. How can this guy not be fired? The Pac-12 doesn't deny the comments, but says that they were in jest. Pac-12 says that all the refs in the room knew they were in jest, but the unnamed source in Jeff Goodman's article certainly seemed to disagree. Of course an unnamed source could have an agenda, but there is definitely something fishy about this, especially combined with the pretty obviously undeserved technical that Miller did get very late in that game and, even moreso, his very vocal reaction to it in the presser afterwards.
I gotta think that the public backlash to this will eventually force the Pac-12 commissioner's hand and Rush will be fired before the start of the year. But I'm really surprised that there wasn't a more immediate response other than, "he was just joking!".

I couldn't agree more. This isn't something you can even joke about, especially coming from a supervisor.
