I say this not to be a contrarian but few NFL teams have had better offseasons than Baltimore. This is exactly how the best teams operate. They sign the best quarterback possible and they plug in people around him, younger and ostensibly cheaper players with upward mobility found in April in the draft. It is not nearly as sexy as the breathy first couple of days of free agency, but the mining of the fourth and fifth rounds is where the best teams excel. It allows teams like the Ravens to build a base where a smart free-agent signing or trade transforms a team from contender to Super Bowl winner.

I think I get the cash spending part/being paid back to the players.
But with the unused cap bring rolled into the following year, does that mean if the cap hit for the Ravens this year is $115 for the Ravens (against the $122), that we can add $7M to the 2014 league cap figure since we didn't use that number this year?

His signing makes zero sense unless they still plan on cutting Jones.Ravens reached out to Darrius Heyward Bey. Might bring him in for a visit. Not a ton of interest by the Ravens here though.

Except if your offense is built around those down the field threats, it does make some sense to have a similar player as depth (should they be injured).
That said, even though I believe in DHB's ability, I'd think they would want to give Streeter that opportunity.
Do think the Ravens need possession type WR's, guys that can go over the middle and move the chains. Doss figures to get a chance to be such a guy. Obviously the TE's factor there as well.
