Hurst wasn't any good here but was also salvaged into a 2nd round pick, so that's much more valuable than a straight up bust. I'd have him below (I.e. not as bad as) Taylor for sure, Clayton is probably close to Taylor too. Bateman is getting there too but has time to turn it around. The bottom 3 can't really be argued by anyone I don't think, though one could quibble on order since missing on a QB might have cost those teams another SB.
If we're ignoring HOFers I'd ignore Suggs too since he's getting in and his career is over. If not ignored he's just the obvious #1 right now until Lamar passes him. I'd try to fit Ngata and McAlister in there, I liked Boulware but may have both over him.

Jackson
Flacco
Suggs
Ngata
Lewis
Boller
Elam
Perriman
Taylor
Bateman
I give the QBs more weight because of the importance of the position. A good QB makes you relevant, so picking Flacco and Lamar did things for us that another position, even if a better player, couldn't have done. A bad QB, and especially a bad rookie QB who's gonna be given years of run (at least always was 15-20 years ago) can kill an otherwise championship roster, so Boller hurt the team far more than any other 1st round pick. Taylor much more productive than Bateman, but a much higher pick so putting him ahead as the bigger bust. Bateman also has another year to pop, so maybe (hopefully) that'll make this ranking seem ridiculous a year from now.
Their hit rate in the 1st round is pretty crazy, especially since only about a handful were top-10 picks.

Agree Suggs shouldnt be on the list if we are removing HOFers. He will be there in time. Lists are pretty straight forward except for a few spots.
Elam, Perriman, Boller will all make the worst list. Flacco, Lamar, Jamal, and Ngata all make the best list. Its figuring out a few other players to add add in. Id go Taylor and Hurst for the worst list and McAllister on the best list. Oweh and or Perriman could make the worst list after next year but Im not gonna put anyone thats on their 1st contract on either list
Lol at the Freudian slip of calling Bateman Perriman. Hope he puts that comparison to rest this year.

If Ive looked things up correctly 17/31 1st round selections have made a Pro Bowl. That does not include Flacco who turned down an invite at least once or Flowers who had a very good rookie year and could make it in future years. We know Pro Bowl voting can be a bit questionable at times so I looked up All Pro teams. 15 of 31 made at least 1 All Pro team with the Ravens. The two that were Pro Bowlers but not All Pro were Grubbs and Linderbaum. Have to think Linderbaum has a good chance to make it in future years. So yes, terrific hit rate.Jackson

Hamilton will pass most on this list. LJ will most likely pass Suggs and Hamilton will pass the other three.
