The Bench Coach essentially is the top deputy. They take over if the manager is ejected or for whatever can't manage on short notice. Also, if for some reason they are out for an extended period of time or fired, the bench coach will usually assume the managers duties; in the latter case, until a permanent replacement is made. Baseball isn't too big with manager-in-waiting scenarios like other sports, but I'd say with a more veteran manager, a team might want to see a potential manager groomed through being a bench coach.
I don't disagree with what you are saying in terms of third base coach. That position requires a lot of judgment on the fly, and can make a big difference. And like what you are saying, you know it's more of a 3B coach decision than if a bench coach recommends doing something to a manager.
Yea, I realize the bench coach is really the second in charge but how often does that come into play? I think it has become the pattern for a new manager to hire a bench coach who has managerial exp. The fact that they managed before makes it more likely that they get a second chance more than the fact they are abench coach.
That said hale seems to be held in high esteem in baseball so he will get a shot on his own merits..
