I'm drawing a blank on all of the details, but there's some cost implications to this process that don't usually get discussed in the information.

 

I think it's something along the lines of you have to pay for the difference in claims you make versus claims made for your players.  Since you are paying (if you are negative), for claims you make.....if you just claim everyone every time, you can wind up spending a lot of money for nothing.....so defense costs you something.....and if you put Trout on waivers....you know another team will claim him so you don't.
