Yeah, Trueth's is great. There's also a place in West Baltimore - Manger Packing Corp - that's supposed to be good. They make the half smokes for Ben's Chili bowl in DC.

A bit more expensive, typically.
Most nice grocery stores, and Wegman's certainly qualifies, carry high quality meats like USDA Choice, have the popular cuts in stock (ribeye, tenderloin, etc), and will cut them for you to order however you like. A local butcher's shop like Trueth's is nice if you're looking for a type of cut that the grocery stores don't typically carry. Pork shanks, for example. Which are freaking delicious, but I've never seen them at a grocery store.

I'm in Reisterstown, but pretty much willing to drive 30.
Cost isn't a problem. Sometimes I like the nostalgia factor, TBH.

Got a bunch of suggestions for Bullock's, so why the hell not? Got seven pounds of rib eye and a couple of beef ribs.

$11.99/lb for the ribeye, about $6 total for the beef ribs.
The beef ribs were SUPERB. OMFG. Dotted it with enough Korean BBQ to be dangerous, but not too much. The most tender beef ribs I've ever had, period.
The ribeye was very, very good. Splurge-worthy, but not "I'll never go to a grocery store again" worthy. Had some Montreal steak seasoning and put a little lemon juice on that bitch. Ate it a little past medium. 30 ounces of WIN.
I'll probably go back in a few months. The place is 20 minutes away but literally three turns from my house. And the scenery is unbeatable. I still have a few pounds of steak left, so I'm gonna grill while watching the ACC Tourney. Wouldn't have it any other way.

My neighborhood is having a rib cookoff and I am going all out and want to get ribs at a butcher. Is Bullocks the place to go for that?

It sounds like heresy, but the St Louis cut from Smithfield that you can find at any Costco or BJs are really solid quality. Just make sure they aren't previously frozen, which they typically aren't (grocery stores often freeze them though I've noticed). Rather than splurge for butcher prices, I'd spend your money on getting double or triple the amount you need for your cookoff and doing a practice run or two to really hone in the flavor and smoke level you're aiming for.
