The Orioles have $11.8293M in bonus pool allocation to sign all their picks in the first 10 rounds.  If any do not sign, then their slot value is subtracted from the team's bonus pool allocation.

 

 

1.5 Colton Cowser signed $4.90M slot $6.1807M  ($1.2807M)

2.41 Conner Norby signed $1.70M slot $1.8135M ($0.1135M)

CB-B.65 Reed Trimble signed $0.800M slot $1.0251M ($0.2251M)

3.76 John Rhodes signed $1.375M slot $0.8182M ($0.5568M)

4.106 Donta' Williams signed $0.400M slot $0.549M ($0.149M)

5.137 Carlos Tavera signed $0.375M slot $0.406M ($0.031M)

6.167 Collin Burns signed $0.375M slot $0.3042M ($0.0708M)

7.197 Connor Pavolony signed $0.325M slot $0.237M ($0.088M)

8.227 Creed Willems signed $1.00M slot $0.1877M ($0.8123M)

9.257 Ryan Higgins signed $0.1597M slot $0.1597M ($0.00M)

10.287 Billy Cook signed $0.100M slot $0.1482M ($0.0482M)

 

There is no slow value for rounds 11-20.  If any player signs for more than $125k then the overage counts against the team's bonus pool.

There is no penalty for spending less than your entire bonus pool allocation.  Aside from being a massive embarrassment to your fans, the sport and your home city.  If you go over by less than 5%, then it's a 75% tax on the overage.  If you go over by over 5%, then in addition to the tax you also lose future 1st round picks.  Penalties get harsher the more you go over.

 

Since the rules were implemented, no team has reached the 5% threshold and lost future picks as a result.  Many teams do go into the taxed region.  For example last year the Dodgers spent exactly 4.99% over their bonus pool.

Do we know of any teams that spent far less than their pool since the current system started? I'm not talking like a few 100 grand, that's not a big deal IMO since you don't negotiate with everyone before they are picked, I mean a big shortfall.

 

I'm just curious as I don't recall it happening. I agree it would be terrible, but I'm not sure if most people would notice. People like us on this board are mostly hard core followers after all. I doubt I would know if, like, the Brewers didn't spend 80% of their pool in 2017 or something.

It's a good question and I don't know the answer.  My guess is it's very uncommon to go cheap on enough picks that the bonus pool isn't spent nearly fully.  There are examples where teams don't sign a high pick, but then their bonus pool allocation is reduced accordingly.  So they still spend nearly their entire pool, but a much lower total amount.

Saw it reported Burns was going to sign overslot but nothing official.

I thought for sure Trimble would be overslot.

Not looking good thats for sure. Is there even another overslot candidate outside of the HS kid in the 8th?

Possibly they basically already had an agreement and that affected their earlier picks. Must have targeted him if they brought him in to OPACY for BP.

Willems said he would be signing. I don't think he's actually signed yet. Perfunctory, I'm sure, but that's why we don't know a number.

Maybe the 20th round guy gets a big bonus depending on how much the O's could squeeze under on the earlier guys? Haven't heard anyone say he's a million dollar caliber kid, but that would cover a lot of savings.

Even of you don't go under early, very often teams go under late by drafting seniors who'd otherwise be very late picks and give them paltry $5-10k bonuses, then can use that to go overslot early.

Probably leaving more than 1M out there at this point.

 

What does Elias have to explain?  He'll tell you he took the guys he wanted.

I don’t mean teams shouldn’t use the rules to their advantage or how they see fit. I mean the rules are stupid. I’d rather there be no such thing as overslot/underslot, draft pool budgets, etc. Set a pay scale. MLB says 1:5 is worth $6.18M, that draft pick gets paid $6.18M, or they don’t sign. Keep it simple.

No issues with that opinion. In general, I like systems where everyone plays by the same rules but a smart or well-prepared person can have an advantage over the rest of the group.

That would still exist in a firm bonus system, you'd just only be judging scouting and there would be no game theory aspect to it.
