They would rank first, if they were a state. DC’s numbers (like Maryland to a lesser extent) have more of a grey area than any one of the 50 states, because some of those on the 247 list are actually from Maryland, and its overall participation numbers are extremely small (1/10th of Maryland), which affects percentages greatly. Still, if you combined DC, Maryland, and Virginia, and combined their individual percentages collectively, only Florida would rank above it, pound for pound.
