If it were me I would expand the study to see how much extra it would cost to make the stadium hold 20,000 and how much extra a year it would cost to maintain it.

So much of a project cost these days is in land, design, and infrastructure that it may not be that much more (certainly not double) to go from 10 to 20K. But a 20K stadium would be ripe for hosting some future soccer....like and MLS team..... just saying.
