He simply hasn't been pitching as well as Brach or McFarland lately, and guys like Hunter and Matusz don't have options.
Most of his struggles the past month plus is just giving up tons of singles:14 hits, 12 of them singles, in his last 35 batters faced since July began. He's not really giving up extra base hits or walks so it may be just some tough luck more than anything else (though the LD% is very high in that short sample, so maybe it's not really luck). He's definitely back up in September, and maybe sooner.

1. Yes he can.
2. While holding runners is nice, he needs coaching about other stuff too... which he will get... (when was the last time I actually believed that?)
