If the definition of "winning" is over .500 and maybe a wildcard berth, sure.

I'd be way more inclined to believe they can be serious without ever cracking 10 million AAV for a free agent if they start being aggressive in trades. If you don't want to pay Rodon money for a Rodon talent, okay, but if you can draft well and have a surplus of prospects then trade for 2 years or 1.5 years of Rodon talent without needing to spend very much

It can be done, but there's a much smaller margin for error. Money can cover a lot of mistakes.

I think you're right about the definition part.  I think the Orioles using just the farm system and lower level trades can be a team that routinely gets to the low 80"s in wins.  In order to step up and be a consistent playoff participant and hopefully more they will have to spend.

IMO, if we are the team that treads water around 85 wins, the rebuild was a waste of baseball seasons.
