Probably can go into the MLB section, but the specific Oriole note is that under the new rules and distribution of this 50M pool, Adley Rutschman was one of 11 players whose bonus was over 1M.  Adley gets $1,177,555 by 23 December (nice Christmas bonus for the timing) from the Orioles, who (apparently) get reimbursed from the League. 

 

26 players identified in MLBTR sourcing over 500k, no other Orioles on the list.  Don't know what the whole list looks like, but it feels like there should be some other Orioles getting at least some modest checks.

Are the bonuses for all guys who were pre-arb or only those who still will be in the coming year?

In other words...is someone like Mateo who will be Arb-1 in 2023 eligible for bonuses from 2022?

According to a MLBTR linked article by mlb.com Mark Feinsand...

 

There is a pool of $50 million for this bonus program, which is reserved for players who began the season with fewer than three years of service time and had yet to qualify for arbitration via “Super Two” status. Of the $50 million, $38.75 million is reserved for statistical accomplishment (based on “Joint WAR”), with $11.25 million set aside for players who finished high in awards voting./

 

So guys like Bautista, Mullins, Mateo, Mountcastle, Hays, uh...ok, basically all the Orioles outside of Means and Santander....would have qualified for it.

Thanks, that's what I would've assumed but the timing and wording left a little bit of ambiguity.
