Using the Delaware case several years ago as precedence, I highly suspect the federal court will block NJ from enacting sports gambling.

I agree, the federal law is crappy. The states should decide what gambling they want. But like I said above, I see no way the federal court allows NJ to enact sports gambling....and without looking it up I'm pretty sure this is the same court that heard the sports leagues' case against Delaware a while back. While the details of the cases are somewhat different, what New Jersey is attempting goes far more against the federal statute than what Delaware attempted.
