: For the community of people that echo what Bob said above or pundits like Melewski and (maybe?) Roch say in terms of "spending it all" or "doing everything they can"...they aren't.  They are doing less than 95% of what they can.  That's not a debate, that's a fact and the position is hidden behind what they can do.  The rules aren't at 100% of Pool, they are at 105% of Pool without (meaningful) penalty. "

This is not a FACT. You nor anybody else on this board know who the O's were targeting in any draft. For all we KNOW they may have gotten every single player they were going after when it came to their turn. They may have gotten the highest guy left on their board each pick. Would you suggest that they go ahead and pay "extra" just so they get over 100%? Would that make you feel better?

This is not a FACT.

It is a FACT.  You (again) are arguing for the 0% case.  The look hasn't gotten any better.

The question is whether you care or not.

Suggesting that spending another 500k-700k in the draft could not improve their draft (in any year, not just 2021) is a poor take.

I think you need a new dictionary because your definition of fact is flat wrong.
