Look for a mysterious pothole-related injury for Harvey when Means is ready.
I think it's much more likely Harvey gets DFAed. The longshot hope is that someone takes a flier on him. If not, let him go to Norfolk to salvage his career. If he refuses, see ya. I see no sense in stashing him on the IR. There is no long term commitment to Harvey. I'd prefer to see this move before Means gets back. As others have stated, Harvey has brought very little to the table.

Based on the crowds not coming to Camden Yards, a fan would have pretty good odds to see the mound.

IMO, there is not a lot they can do right now with the exception of Jones to hopefully improve the hole at second base, and maybe Braddish or Lowther to help the rotation.
Neither has been great at AAA, but not bad either.
