China is by far the worst actor in this regard. Russia is pretty good about space debris. Both are problematic when it comes to space warfare, like anti-satellite stuff, but that's a different category.

This is why large rockets should be in stages, not in one large bulky mass.... the stages burn up better....

There are no single stage rockets. They all have multiple stages.

The clown in North Korea also is a concern to watch as they love testing rockets/missiles.

Those are missiles, which are specifically designed to come down, so they don't get high enough to remain in orbit and end up slowly de-orbiting like the to-space booster that caused the concern over the weekend.  So they are concerning, but not from a space debris standpoint.
