Bill James posted a pretty interesting article on how to improve pace of play, while also making the game more interesting.
He has 30 ideas, but here's his central point:
Baseball absolutely cannot address its pace-of-play issues without doing three things:
(1) Stop batters from stepping out of the box between pitches,
(2) Limit mid-inning pitching changes, and
(3) Limit throws to first base.

Pretty damning stuff. Hard for me to hold any one person accountable when MLB is just letting it happen and nearly everyone appears to be doing it.

How can they do this kind of stuff and not expect the fan to be disgusted?

Pitchers have been doctoring baseballs for years. it seems like the substances, have gotten better. MLB turns a blinds eye toward it. Shocking1

Because they don't give a damn.

Every time MLB sees stats they don't like, they themselves doctor the baseball. Players are just following their lead.
Exactly. Baseball has gotten stupid with Manfred in charge.

He's the worst commissioner of my lifetime. He's worse than Selig and that's saying something.

This is a terrific position.Every time MLB sees stats they don't like, they themselves doctor the baseball. Players are just following their lead.
Impossible to counter.

I think the first guy who should be looked at is Lance Lynn of the " Spinning" White Sox. He has somehow rejuvenated his career ( 7-1 1.23 ERA) while throwing a 94 mph 4 seamer. It was clear to me that he had rosin on the back of his hat and something under his brim when he trash talked Orioles hitters after shutting them down in Commiskey Park. Somewhere, Eddie Cicotte was smirking.
