Where does DC stand, they have to be close with 15?

They would rank first, if they were a state. DC’s numbers (like Maryland to a lesser extent) have more of a grey area than any one of the 50 states, because some of those on the 247 list are actually from Maryland, and its overall participation numbers are extremely small (1/10th of Maryland), which affects percentages greatly. Still, if you combined DC, Maryland, and Virginia, and combined their individual percentages collectively, only Florida would rank above it, pound for pound.Where does DC stand, they have to be close with 15?
