Each of these estimates is a year off, assuming health and continued good perfomance/improvement imo.

 

Zach, you say there is no practical reason to bring up Hall.  That's not true.

 

An arm only has so many innings in it and if the player has proven himself enough in the minors, imo there is no reason to waste innings in the minors.

 

Additionally, if he has nothing left to prove, why waste him in the minors?  

 

Now, with what is going on this year, maybe Hall doesn't get enough innings but if he throws 75-110 excellent innings in AA and the control and command are showing big improvements, he will be close to joining the majors.

 

He will not have to go to AAA to be here but if he does, he certainly wouldn't have to spend a ton of time there.

 

AS break next year is around the time I think we see him, again assuming health and production, as well as a season this year where he gets in enough innings.

I considered the 2021 All-Star Break timeline for Hall, but thought it was too aggressive for a few reasons. It's likely going to take until some time in 2021 for him to get into that 75-110 innings range at Double-A, if we are looking at a shortened 2020 minor-league season. From there, you have to wonder how his command looks in the early phases of both 2020 and 2021 and how long it takes for him to iron out any issues, especially since he (and every other player, for that matter) now faces an unprecedented set of circumstances in preparing for game action this year.

 

I also doubt that he jumps to the majors straight from Bowie, based on his age and current command issues. If it takes until, say, May or June of 2021 for him to even reach Norfolk, will Mike Elias accelerate his timetable and start his MLB service clock some time in July-September 2021? Right now, my guess is no, unless the Orioles are contending and it's clear that Hall improves their chances down the stretch. I don't see the Orioles contending then and, at that rate, my guess is that Elias will take the conservative approach of shutting Hall down late in or at the end of the Triple-A season--limiting his innings in the process--and bring him up in 2022.

A lot will be determined by how much time he gets this year.

If he gets around 100 innings and the performance is there, I’m not sure he even sees AA next year.

It just depends on how he looks and how much he pitches.
