The UK Office 30 spots higher than the US version disqualifies this list.

The entire list:

My preferences among of the shows I've watched in their entirety. Or very close to their entirety in the case of a few comedies. Basically comes down to the order in which I think about, talk about, or rewatch (or more accurately, wish I had the time to rewatch) the shows.
The Wire
Breaking Bad
The Americans
Band of Brothers
Game of Thrones
Parks & Rec
Better Call Saul
The Good Place
It's Always Sunny in Philadelphia
Bojack Horseman
The Office
Mad Men
Planet Earth
Schitt's Creek
Watchmen
Deadwood
Lost
Curb Your Enthusiasm
Friday Night Lights
24
30 Rock
True Detective
Fleabag
Downton Abbey
Treme
Dexter
Narcos
Leftovers
Chernobyl
Avatar: The Last Airbender
Orange is the New Black
Westworld
Show Me A Hero
House of Cards
I'd say that I love all of these shows through Deadwood. I like the remaining shows through Orange is the New Black. Lukewarm or worse on the few below. Overall these are all excellent shows very much worth watching.
Having mini-series or 1-season shows on the list is difficult. Most of those are excellent, but they were complete from concept, and didn't need to be massaged throughout the run of a series like so many other shows. That's more difficult. So I am pretty lenient on some shows that started great and ended poorly (GoT, Lost, Dexter, Office, 24), depending on the ratio of great to bad. Also Planet Earth is amazing (and several other shows like it), but can't be compared to scripted shows like this.

Damn, man... how'd you do that? Do you keep box scores for TV shows?

I just went down the top 100 list and when I got to a show I'd seen, I added it to my list in whatever place I felt it deserved from a "Which show did I like better?" point of view. Didn't spend much time thinking about any close calls. I knew how the top of my list would look, especially the top 3.

I watched a few episodes of The Office on a plane recently for the first time in years. My god that show was so great. And to think it aired on a network.

I’m surprised “Gay Witch Hunt” hasn’t been banned from TV.

That was the episode I watched. I was surprised it was aired on a plane. But shockingly, they have movies with nudity for viewing on the plane. I watched Wedding Crashers and nothing was edited out from the "Shout" montage.

I don't know if it's still a thing, but you could buy hardcore porn mags in the airport. Thats one way to keep someone from sitting next to you.
