I can almost assuredly speculate that won't happen. The conferences will stick together. What is more likely is one or more conferences may not be ready to go by the scheduled start of the season.
Three California schools that play in the Mountain West (San Diego St, Fresno St and San Jose St) have announced they will not hold on-campus classes this fall. Just about everyone in college sports has said they won't play sports without students on campus. So where does that leave those three schools, and the entire MWC?

Could we see a college football season for some conferences where others don't play? Would the NCAA allow that? Would a 2020-2021 champion have a big ole asterisk?
I think by the time July rolls around the conferences will be in lockstep. Here in Oregon it sounds like the Ducks and Beavers will be allowed on campus for workouts by the end of June. Both schools’ ADs have crunched the numbers and figured out what we all know.... they’re sunk without a football season. Only question at this point is how they handle having, or not having, fans in attendance.
