First round picks are protected from compensation, so this used to be sort of the worst spot (top 10 protected), but not so much now.
Other draft pick consideration is the Orioles are switching into the "A" Competitive Balance Round in 2018 and should have the 3rd pick (behind SD, PIT), in front of (STL, KC, COL, AZ and CLE)....so likely pick #33 (I think there's a condition where they could be #32)
If the Orioles sign a compensated FA, I believe they lose their 3rd highest pick, which would be the 11th pick in the 2nd round.
