I don't understand the correllation between legalizing sports betting, and then in doing so it eliminates point shaving or gambling by participants (athletes, referees, etc...)

I also don't understand the correlation of the U.S. legalizing it, and in turn it somehow straightens out crooked bookies in Europe?

I'm all for legalization. But if it was legal, I would think point shaving would increase because the ease of placing a bet has increased.
