Baltimore is a good place to live if you're in one of several desirable neighborhoods.

Philly is great.
It is. But it does have a lot of the same issues that Baltimore has which you complain about (not as prevalent in some cases).
It's just harder to notice when you aren't paying attention to the local news there and don't see much of the worse off areas.

Very nice. I was fortunate enough to have my parents take our family there when I was 18. Their eco-tourism is second to none. I know you'll appreciate that side of things. I got to see an actual sloth chilling out in a tree in his natural rainforest habitat.
